The introduction of paid parking is designed to do three things.
Firstly, and importantly to the Club it will provide another form of income which will be used to both support the routine maintenance and repairs of the Club’s facility and add an additional revenue stream to support all levels of Rugby.
Secondly, The Club also wants to do more to control the access and use of the Recreation Ground and to discourage parking abuse and trespassing.
Thirdly, rather than driving people away or causing any anxiety, we also want to encourage non-club-members to become members and that would include spectators or parents by adding what will effectively be FREE parking all year round.
We believe it is highly unlikely considering the Recreation Grounds location that we will see this Car Park being used by people who want to park in the town for less than 2 hours.
Where we do see some increase in take-up is by those who are visiting the town for longer than 3 hours or whom may be driving campervans and motorhome, which in both cases pose an issue now for visitors. (We will be adding a surcharge to those vehicles see tariff above).
We will also have the ability to offer Seasonal/Daily Car Parking to local groups or businesses who may be suffering Car Park shortages potentially by offering Club Membership (and potentially exclusion) at Vice President level or above.
We had originally been looking at early September commencement (this had been pushed back from a summer start) but was delayed as we did due diligence on the process. We will now start mid November 2023, as we have consensus on the important questions around seasonality and the queries expressed by the membership have now been addressed.
There are two options we can consider to avoid payment in these situations.
Firstly, you can simply use the tablet located on the clubhouse bar
or secondly you can add your partner/spouse to the club’s associate membership and have that vehicle covered too for the season’s duration.
We have access to two tablets where visitors’ registration numbers can be recorded. During match days, this will likely be one at the gate and the other in the club house. On arrival, our visitors will enter their registration details (much as you would for example visiting a hotel) and that exempts that car from paying any car parking charges. (There are 6 programmes available for duration from 1 hour upwards).
The tablet and its technology allow us to have flexibility on the amount of time we allow for cars parked which for any reason remain on site overnight. There is a variation of timings allowed but after discussion with the SP, we believe that offering a 24-hour window (from time of arrival to time of vehicle recovery) is appropriate especially for events and having a licenced bar on site. Ideally you should enter the vehicle details on arrival but can be done UP UNTIL THE TIME OF DEPARTURE. You cannot enter details retrospectively.d payment in these situations.

There are potentially three scenarios.
The first is where we have scheduled/expected regular visitors (irrespective of any club officials or volunteers being at the club) and where their registration numbers are known and always the same so these can be added to the exception list to avoid parking charges being levied.
The second is when (expected or unexpected) visitors arrive and the club-house is open they can add their registration details to the tablet located o the Clubhouse bar and thus avoid any charges.
The third is where we may have unscheduled/unexpected visitors who have to visit when no club officials or volunteers are on-site and who aren’t on the white list or have access to the tablet on the Clubhouse Bar.
In these cases, we can retrospectively advise our service providers account manager who can ensure no action or penalty charge notice (PCN) is actioned. Our service provider has advised us that any commercial or delivery vehicles visiting the site could be excluded from the PCN process however that needs some consideration if applied as that could mean that any commercial vehicles NOT having any business at the club who decide to park without authority could do so without penalty.
Yes. The first 60 minutes is FREE of charge, so that should allow plenty of time to anybody to collect and drop-off.
However, if that period is likely to be exceeded and the club house is open, then you can enter the club and enter your details onto the tablet on the Clubhouse bar which provides exclusion.
There is no restriction about the number of times you can leave and re-enter the area.
After further consultation, we are proposing amended seasonal and timed variations to the tariffs and the timings when these are applied.
The current tariff can be seen above.
However, as repeatedly stated members/players/legitimate visitors will NOT be charged.
Please see at the end of this document the PROPOSED Tariff(s).
Firstly, as stated, the first 30 minutes will be FREE of charge.
Secondly, if you are a member or player your registration should be noted and you will be on the exception list.
Thirdly, we have access to more than one tablet and we will need to look at having somebody (a responsible person) in attendance who can access the tablet whilst on site to add additional registration numbers if required.
It would be a Club decision to add very regular (non-business) visitors to the white list in advance of such visits.
Our Service partner smartparking.com has also advised us that any commercial or delivery vehicles visiting the site could be excluded from the PCN process however that needs some consideration if applied as that could mean that any commercial vehicles NOT having any business at the club who decide to park without authority could do so without penalty.
If your a member, player or registered visitor your car may be left overnight FREE of charge.
We do intend to dissuade non-affiliated persons from using the club grounds as a public space, which it is not.
If persons who have not followed the conventions described in this document or who are not visitors, guests or members, they will face a PCN for leaving their vehicles overnight.
Pay or Appeal a Parking Charge
We have a good amount of flexibility around ANY events held at the Recreation Ground. We also have the ability to turn the system off, close one or both gates, use manual intervention (as we do now) and add the use of sandwich boards for key messaging such as CAR PARK CLOSED.
In the first instance any social events held within the club e.g., christenings, birthday parties, RNLI training & choir sessions etc will be booked and their T&C’s and booking details will be changed to reflect the need for those attending to book in using the club located tablet.
That will allow those visitors to be excluded from having to pay for parking. In the case of larger events either rugby based, (such as the Penryn boxing day game, Academy days, CRFU events etc) or sole use events for example the Sea Shanty weekend, club dinners etc, we have the ability to switch off the parking system completely. This can be arranged simply with our SP with adequate notice. We would then declare publicly (via social media) the status and use signage and/or gate management or closure (as we do now). This would apply to any future functions held, or any which are being currently considered.

No. We will not be offering overnight parking to the public at the ground. Remember if you are a player or member and leave your car overnight, you will be on the white list, therefore excluded. If you are a visitor to a function at the club and have recorded your details on the tablet, you will also be excluded. (For visitors – Please see above).

Unfortunately, our SP are unable to recognise Motorhomes for credit card payment however the App (RingGo) does give us the ability to ensure we charge premium amounts for these vehicles which is commensurate with their size. This is still being discussed and we need to have a robust system here which won’t get abused. We have initially suggested a 50% surcharge should we accept these types of vehicles.
The club (as now) accepts no liability to any damage caused to vehicles which use the Recreation Ground for parking.
Similarly there is no liability against our Service provider.
Any vehicle left on the Recreation Ground is done so at the owners risk.
Falmouth Rugby Football Club have no involvement in the PCN process (other than liaising with the Smart Parking Account Manager as referenced above)
and the Club takes no income from any fines levied.
As a member your vehicle will be automatically added to the exemption list so you should be free to park at the ground at any time without fear of penalty. However, should there be a case when there was a legitimate error either systemic or through updating of our own records, we would have the ability to discuss this with our service provider (SP) and have this PCN rescinded. This would need to be processed via the Commercial Manager or the Clubhouse Manager. These queries/resolutions are managed by the SP Account Manager assigned to us.

We as a Club will ensure that every Club Member / Player once they have paid their requisite annual subs/fees immediately has their main vehicle registration added to the white list.
Once listed a vehicle will remain on the white list for a 12-month period thus allowing for a reasonable time after one season ends and another starts. Any changes to this specific date will be advised and communicated to all members.
Using the GMS data which (I assume) can be downloaded into a CSV/Excel format we can add a column and then enter the registration details against each member.
We should use email messages to periodically (every quarter) send out to all members/players to ensure that a) any change of registration is given to us timely and b) to remind them that this runs out on the given implementation anniversary date i.e., if implementation date was for example 15th October, the year would run until the following 14th October.
If members joined after the start of a season e.g., December or January they would also enjoy the same periodic benefit. Non renewals or people no longer involved as members would then automatically drop off the white list.
We have access to the exception list and this list would need to be maintained jointly between the Commercial and Membership team.
Our service provider can help manage the white list and any exceptions forwarded to them will usually be processed within one working day.
Payment can be made at any point during your stay as long as full, correct registration and duration is input when paying.
